About Oxford Circle

Oxford Circle is a neighborhood within the lower Northeast part of Philadelphia, Pennsylvania. Its name comes from the highly trafficked circle at Roosevelt Boulevard and Oxford Avenue. The neighborhood was once an area used for farming until it was sold to developers before World War II. Then, established as a suburb of Philadelphia, it was part of the Oxford Township, along with Mayfair, Castor Gardens, and Tacony. Most of the brick and stone townhouses that make up the neighborhood were built in the early 1940s to 1950s by the Hyman Korman Company.

Today, the demographic of Oxford Circle had changed completely because of white flight and the rising crime rates in the late 1990s and early 2000s. The neighborhood consists of:

  • 31% Balck
  • 25% White
  • 32% Hispanic
  • 11% Asian

The diverse population includes African America, Caucasian, Jewish, Hispanic, Korean and West Indian. Learn more about the History of Olney, Pennsylvania.

Laura H. Carnell School was designed by architect Irwin T. Catherine between 1930 and 1931. Situated on 4-5 acres of land on Devereaux Avenue in Oxford Circle, the historic elementary school is part of the School District of Philadelphia. The three-story, eight-bay, brick building features a stone two-story bay, stone arched entryways, and a crenelated battlement with four small towers. It is of the Late Gothic Revival style. On November 18, 1988, the school building was listed on the National Register of Historic Places (NRHP). It is named after Laura H. Carnell, the dean of Temple University.

Roosevelt Mall is a three-story shopping mall just outside the eastern part of Oxford Circle. Opened in 1964, the outdoor mall is home to 45 stores and services.
