Hi - I’m Aaron. I’m an experienced sexual abuse attorney licensed to practice law in Maryland. I actively help survivors of sexual abuse get the justice and compensation they deserve. My team and I are ready to help.
In a disturbing case that highlights potential flaws in the child protection system, a Maryland mother has come forward to blame Child Protective Services (CPS) for failing to prevent the sexual abuse of her 3-year-old daughter in Maryland. This incident raises serious questions about the effectiveness of current child protection protocols and the potential consequences of inadequate investigations.
In April 2022, a Baltimore County mother took her then 2-year-old daughter to a doctor's office, expressing concerns about "inappropriate sexual acts forced upon" the child by a 13-year-old relative. The doctor's examination found no evidence of acute trauma but reported the concern to the Baltimore County Department of Social Services.
According to the mother, CPS's response was inadequate:
The mother expressed her shock at the lack of action, stating, "I was speechless."
Approximately one year later, in May 2023, a second alleged victim came forward in Harford County. The same teenager, now 14, was accused of sexually abusing another 3-year-old girl. This devastating turn of events left both families grappling with the consequences of what they perceive as a systemic failure.
The case has since progressed through the legal system:
Both affected mothers have expressed their frustration with the system:
These cases raise important questions about the balance between juvenile offender rights and victim protection, as well as the effectiveness of current CPS investigation protocols.
The Maryland Department of Human Services provided a statement emphasizing their commitment to child safety but cited confidentiality laws preventing them from discussing specific cases. They reiterated their duty to investigate reports of child abuse and neglect, determining the nature, extent, and cause of any allegations.
Aaron Blank, Esq., a child advocacy attorney at Abuse Guardians, offers the following insight: "These cases underscore the critical importance of thorough investigations in child abuse allegations, regardless of the age of the accused. While confidentiality is crucial, it should never come at the expense of child safety. Families affected by such systemic failures may have legal recourse, including potential civil actions against agencies that fail to fulfill their mandated duties. It's essential for parents to understand their rights and the options available to protect their children and seek justice when the system falls short."
