In a disturbing case that highlights potential flaws in the child protection system, a Maryland mother has come forward to blame Child Protective Services (CPS) for failing to prevent the sexual abuse of her 3-year-old daughter in Maryland. The Initial Allegation

In April 2022, a Baltimore County mother took her then 2-year-old daughter to a doctor's office, expressing concerns about "inappropriate sexual acts forced upon" the child by a 13-year-old relative. The doctor's examination found no evidence of acute trauma but reported the concern to the Baltimore County Department of Social Services.

CPS Response and Lack of Investigation

According to the mother, CPS's response was inadequate:

  • CPS informed her that no charges would be pursued due to the child's age
  • The accused 13-year-old was never interviewed
  • No thorough investigation was conducted

The mother expressed her shock at the lack of action, stating, "I was speechless."

Tragic Consequences: A Second Victim

Approximately one year later, in May 2023, a second alleged victim came forward in Harford County. The same teenager, now 14, was accused of sexually abusing another 3-year-old girl. This devastating turn of events left both families grappling with the consequences of what they perceive as a systemic failure.

Legal Proceedings and Outcomes

The case has since progressed through the legal system:

  • In September 2023, the now 15-year-old was charged with second-degree rape in Baltimore County
  • In December 2023, he pleaded to second-degree rape in the Harford County case
  • The teenager was given probation and counseling rather than detention or treatment

Systemic Issues and Parental Concerns

Both affected mothers have expressed their frustration with the system:

  • The Baltimore County mother feels her daughter may not receive justice
  • The Harford County mother directly blames CPS, stating, "I think that they dropped the ball 110 percent"

These cases raise important questions about the balance between juvenile offender rights and victim protection, as well as the effectiveness of current CPS investigation protocols.

CPS Response and Policy

The Maryland Department of Human Services provided a statement emphasizing their commitment to child safety but cited confidentiality laws preventing them from discussing specific cases. They reiterated their duty to investigate reports of child abuse and neglect, determining the nature, extent, and cause of any allegations.
